Cash settlement is ‘Blood Money"
While I applaud the progressive actions of a North Carolina politician, as well as The Hon. Lamar Alexander of Tennessee, I would ask three simple questions that could very well help my own feeble mind in understanding, if only they can be answered:
1- What is the timeline for the remaining compensation regarding the unpaid balance totaling $46 million, and just exactly what are the penalties for non-payment in the future?
2- What effect will this decision to receive a cash settlement have on designating the Great Smoky Mountains National Park, or a portion thereof, as Wilderness, along with the creation of buffer zones concerning Swain and Graham counties?
3- Finally, in the past, the elected officials of Swain County have proclaimed their position on the issue of the North Shore Road both for and against, until now. The present position indicated was not made by the sitting administration and has not been officially endorsed by this administration, either by vote or affirmation.
How, exactly, should this particular point be construed, since the present administration has not yet embraced the question?
With these very menial questions answered, I'd pose a more in-depth part to my quandary which is vastly more important to me: That I cannot believe in my wildest dreams that such an issue was so important that this small portion of the total ($6 million or 11.5%) had to be hidden, not just in any omnibus bill, but in a bill that includes funding for our troops who are presently in harm's way. Hidden as an "earmark," as if it was something to be ashamed of.
Granted, there are some who should be ashamed for giving a new meaning to the term "Blood Money." Not only is there now an attempt to sell heritage and honor, i.e. "mountain values," but as well to do it at the expense of our very own troops who are defending the same concept of heritage and honor abroad.
It appears we have truly been working very hard for our share of the pot, haven't we?
May I suggest a corporate epitaph for the supporters of a cash settlement: "Thirty pieces of silver ain't so bad."

As usual, you are taking part of the truth and spinning your way into a bigger lie.
First of all, the Wilderness crap is just that. Scare-mongering. There will be no further wilderness designation. Just another Republican smokescreen.
Second, there is no way that Shuler, Alexander, Dole, or anyone else could have gotten a stand-alone bill to the Congressional floor, let alone get it to pass. An earmark was the only way to get the money moving. It's not mysterious, deceitful, or sinful. This is just the way things work in Congress.
The road supporters are their own worst enemies. Keep on raising hell, and see what the results will be.
Guess the 'anonymous' individuals that speak of dishonor to 'one of our own' are either in HIS pocket or believe that written contracts have no meaning. They probably never signed an agreement between themselves and the Federal Government to serve in the armed services. If I remember, going AWOL, or desertion, did result in a penality, the brig, maybe. Check out HIS introduction of HR 4155 IH "To adjust the boundries of the Pisgah National Forest in McDowell County, in NC". Sec. (c) Land acquisition. Subject to the appropriation of funds to carry out this subsection and consent of the owner or the private land..." And YOU believe that the coming of "Wilderness" is a Republican smokescreen?? That's just the mentality that took the lands from the 6,000 inhabitants beginning in the 1920's-1930's, for these "ancient", "pristine", "uninhabited" lands. Go to the register of deeds office, and look at some of the dates of the land grants, individuals received land in 100 acre tracks for $5 in 1880. Bet, you don't know which book that information is in??? Even better, probably would deny its existance. Personal property rights are not important in your world, either. So, go ahead, step up and offer your childern's land inheritance of your property so their homeplace may dissappear into the obscure, remote, ancient, pristine, inhabited, wilderness.
As I have heard numerous times in the past that the Agreement or Contract is worthless and that any concern for this road has been silenced by the Supreme Court many years ago, why then is there a fuss now? Why is it worth anything but a dream?
Just looking at this from a distance it appears that both sides seem to know the old saying. Where there's smoke there must be fire.
By the way for the record. The Supreme Court has never taken up the issue of the Road and whether it should be built however they did have technical problems with the manner in which the remaining properties were condemned and taken. That is a fact in the Supreme Court's own records. It seems that some things are taken out of context much too easily.
Once again, the pro-road forces show their complete lack of class. They appear to be genetically incapable of holding any sort of discussion without personally trashing anyone with whom they disagee. This is as predictable as the sun rising in the morning.
For some reason, they seem to think this is effective, rather than driving away any and all external sympathy for their positions.
